If you are renting out a property which has 5 or more tenants, forming 2 or more households, then you may now require a HMO licence due to changes in legislation in 2018. Please note that this is a legal requirement and you must submit an application by the 1st April 2020. Where properties are identified which are not licensed and are required to be, Liverpool City Council will follow its enforcement policy. Following the end of the current citywide landlord licensing scheme Liverpool City Council will continue to robustly enforce the private housing sector using its’ regulatory powers under all relevant Parts of the Housing Act 2004 and all other relevant legislation. Landlords are reminded that they have a duty to ensure that their properties are well managed, safe and free from hazards. Where there is a failure to ensure this Liverpool City Council will take appropriate action in line with its enforcement policy and this may result in enforcement action including legal notices, civil penalties or prosecution against landlords who choose not to comply.
